BSM were appointed by Richmond Homes to deliver a Master Plan Framework for the development of Richmond Homes lands at Baldoyle, centred on Clongriffin Rail  Station, to present to Fingal County Council as a guide for subsequent applications for residential development.

This enabled planning applications to sit within an overall context, and provide assurance to FCC and An Bord Pleanala (under SHD) that a coordinated approach to the development of the lands would follow through each of the planning application strategies.  We were further appointed as Planning Consultants for the delivery of multiple SHD, LRD, S34 applications which delivered permission for c. 1,800 units.  

Key Considerations included meeting Baldoyle-Stapolin LAP objectives, and  their alignment or otherwise with changing Government policy particularly in relation to height, density & carparking, environmental considerations, alignment with FCC delivery of associated amenity & recreation at Race Course Park, consideration of on-going construction of previously permitted  housing on the lands, and understanding of the scale of housing being delivered on a key public transport hub achieving densities and height exceeding LAP standards.
